SMANZFL Mission is to provide leadership in the forensic sciences in the pursuit of excellence

Leadership and Professionalism

To provide leadership and best management practice in the forensic sciences

 

 

KEY DIRECTIONS

1.1 Establish processes for identifying critical issues

1.2 Identify strategies for developing and disseminating statements of common position on critical issues

1.3 Develop strategies to promote adoption of best management practice

1.4 Promote ethical practice

IMPLEMENTATION GUIDELINES

1.1.1 Promote the creation of suitable forums to debate critical issues, such as a conference on the future of forensic science in Australia and New Zealand

1.1.2 Develop systems to identify, monitor, evaluate, report and action critical issues

1.2.1 Using the SMANZFL executive and regional structure, develop policy positions on critical issues

1.2.2 Seek to raise the profile and status of SMANZFL positions on critical issues through effective use of strategic alliances and, where appropriate, the media

1.3.1 Seek to have all laboratories accredited by 1998

1.3.2 Identify relevant management education programs and promote participation

1.4.1 Endorse and promote the use of ANZFSS code of ethics

1.4.2 Identify best management strategies and promote the development of policy at agency level

To promote interaction and co-operation with stakeholders

2.1.1 Develop strategies to assist in the creation of effective partnerships at jurisdictional and national levels

2.1.3 Promote the sharing of information and knowledge

2.2.1 Develop strategies to support a client orientation and problem solving focus

2.2.2 Improve mechanisms and protocols for trans-jurisdictional co-operation

3.3 Promote and influence Research directions to meet future requirements

3.4 Encourage and support education in forensic sciences

IMPLEMENTATION GUIDELINES

3.1.1 Encourage and support creativity, adaption and innovation by minimising unnecessary bureaucratic processes and practices

3.2.1 Establish formal liaison mechanisms with ASCLD and similar organisations

3.2.2 Identify best scientific practice through benchmarking strategies

3.2.3 Examine the potential for a centre of specialisation strategy

3.3.1 Support SAG's to review research needs and priorities

3.3.2 Encourage the development of external research partnerships and links

3.4.1 Work with NIFS to develop education policies and initiatives

3.4.2 Encourage and promote management practices which recognise the development and needs of staff

Policy Development And Reform

To contribute to policy issues in the justice system

4.1 Identify key areas of policy reform with the potential to affect the forensic sciences

4.2 Enhance capacity to influence key policies relating to the forensic sciences

4.3 Enhance capacity to forecast the future forensic science environment

IMPLEMENTATION GUIDELINES

4.1.1 Seek to ensure SMANZFL is consulted in issues of justice policy and reform

4.1.2 Develop a shared resource register for significant policy developments

4.2.1 Establish common practices on key justice reform issues

4.2.2 Promote the status and standing of SMANZFL with groups such as AG's, CLEB and APMC

4.3.1 Promote an awareness of future research

4.3.2 Promote the adoption of an enhanced strategic focus by forensic management .

Standing And Credibility

To promote confidence in the forensic sciences

5.2 Develop and promote co-operative approaches for improved openness and consultation

5.1.1 Research internal and external perceptions of forensic science

5.1.3 Promote the image of forensic science within the legal system, general community and science community

5.2.1 Encourage the development of client service strategies

Resource Management And Accountability

To promote efficient and effective use of resources

6.1 Develop a common approach to planning, review and evaluation of forensic science

6.2 Encourage the adoption of SMANZFL Performance Management Standards

6.3 Develop resource utilisation strategies to improve efficiency and effectiveness

IMPLEMENTATION GUIDELINES

6.1.1 Promote training in performance measurement for forensic managers

6.2.1 Develop core performance indicators applicable to the forensic sciences

6.3.1 Organise for the exchange of strategic planning information between forensic organisations

6.3.2 Establish a register of key/major equipment and services

6.3.3 Establish a register for 'tender' documents and exchange of information re tender specifications
